In the following example, a 12 month renewal is applied to a standard motor car (Tare weight: 1,650 kg - the weight of the unladen vehicle):

Notes:

  • Prescribed flat fee for a vehicle for a period of one year is $13.20 discounted 50%.

    • 6-month renewal: ($13.20/12)*6 = $6.60.
    • 3-month renewal: ($13.20/12)*3 = $3.30.

  What is a light vehicle?

A light vehicle is a vehicle with a gross vehicle mass (GVM) of 4.5 tonne or less, this includes all vehicles such as cars, motorcycles, trailers, caravans, utilities etc that have a GVM of 4.5 tonne or less.

GVM in relation to a vehicle, means the maximum loaded mass of the vehicle;

  • (a) as specified by the manufacturer; or
  • (b) as specified by the relevant authority if;
    • (i) the manufacturer has not specified a maximum loaded mass; or
    • (ii) the manufacturer cannot be identified; or
    • (iii) the vehicle has been modified to the extent that the manufacturer's specification is no longer appropriate.

Tow trucks are required to show the tare, aggregate and combination mass, class of truck, name, and address of the owner on the vehicle.

  What is a heavy vehicle?

A heavy vehicle is a vehicle with a gross vehicle mass (GVM) of more than 4.5 tonne.

GVM in relation to a vehicle, means the maximum loaded mass of the vehicle;

  • (a) as specified by the manufacturer; or
  • (b) as specified by the relevant authority if;
    • (i) the manufacturer has not specified a maximum loaded mass; or
    • (ii) the manufacturer cannot be identified; or
    • (iii) the vehicle has been modified to the extent that the manufacturer's specification is no longer appropriate.

Tow trucks are required to show the tare, aggregate and combination mass, class of truck, name, and address of the owner on the vehicle.

Mass Rate for Charging (MRC)

MRC is designed to recover expenditure relating to roads that can be attributed to the use of heavy vehicles, and relating to their regulation.

The MRC is calculated by taking either:

  • The maximum mass, including any load, recorded on the compliance plate as the Gross Vehicle Mass (GVM), Gross Trailer Mass Rating (GTMR) or Aggregate Trailer Mass (ATM) of the vehicle, or
  • If there is no compliance plate on the vehicle, the vehicle operating mass will be determined by DoT.

Vehicles with an MRC greater than 4500 kg are classed as heavy vehicles and are charged under an appropriate National Heavy Vehicle category (NHVC). 

Licence fees imposed on heavy vehicles are dependent upon the NHVC in which they will be used. See Change use of heavy vehicle for more information.
 

  Licensing the vehicle

If you intend to license your vehicle in WA or the vehicle licence has expired for a period of three months or more, you must have the vehicle inspected and you must make application to license the vehicle. Vehicles can only be licensed in WA if they are primarily kept in this State.

Vehicles licensed in another state

All interstate vehicles, regardless of age of the vehicle, must be inspected at an Authorised Inspection Station (AIS) and issued with a valid certificate of inspection before they can be licensed in WA.

  • Where your vehicle still has the interstate plates attached, these may need to be surrendered at the time of licensing your vehicle in WA. Refer to the relevant licensing authority that the plates were issued from for further information.
  • Remove your vehicle licence plates after you arrive at the centre or agency. Remember to bring your old number plates in with you.
  • A set of WA number plates will be issued to you at the time of licensing.

Note: The Department does not provide a licence plate removal service.

If you are a WA resident and you purchase a vehicle licensed in another Australian State or Territory, that licence is no longer recognised under the Road Traffic (Vehicles) Act 2012 (WA) and you will need to make a new application for the grant of a WA vehicle licence.

Your vehicle cannot be driven on WA roads and the movement of your vehicle in WA prior to a WA vehicle licence being issued, will require the issue of a temporary movement permit.

Applying for a vehicle licence

Applications for a vehicle licence must be submitted in person at a Driver and Vehicle Services centre or regional agent.

You will need to provide:

  • A valid Certificate of Inspection;
  • Completed Application to License a Vehicle (Form VL17);
  • Completed Proof of Identity Nominated Owner/Vehicle Licence Holder (Form VL186) if applicable;
  • Primary and secondary identification (one of which must show your WA residential address). The name on your documents and our records must be the same or you must provide evidence of change of name that clearly shows the link between your birth name and current name;
  • ACN, 'certificate of registration of a company', or evidence of legal entity status if licensing vehicle in company name; and
  • Proof of vehicle ownership.

You may also be required to provide a weighbridge certificate if the tare/mass weight of the vehicle cannot be established from the manufacturer's specifications, previous licence documents or licensing records.

A set of WA number plates will be issued to you at the time of licensing.

Please remove your vehicle licence plates after you arrive at the centre or agent. Remember to bring your old number plates in with you.

Note: The Department does not provide a licence plate removal service.

Unable to attend a centre or agent

DoT allows third parties to act on behalf of the current owner and complete a WA vehicle licence renewal if the ownership remains unchanged. If your WA vehicle licence has expired and a new WA vehicle licence needs to be granted in the same name and you are personally unable to attend a Driver and Vehicle Service centre or regional agent for reasons, such as, but not limited to:

  • illness;
  • working away, or;
  • temporarily located interstate or overseas.

A third party may present your completed application and valid certificate of inspection, along with your primary and secondary identification, on your behalf. The third party will also need to present their own primary and secondary identification for recording purposes.

Note: This option is not available to applicants transferring or licensing a vehicle from another state or territory. If the vehicle is not currently licensed in WA or has not previously been licensed in your name, the application must be presented in person by the proposed licence holder or an authorised representative of a Motor Vehicle Dealership with proof of ownership (the seller must be the Motor Vehicle Dealership in this scenario).

Licensing in the name of a company or organisation 

Where a vehicle is being licensed in the name of a registered company or organisation, an authorised representative of that company or organisation may present the completed application and valid certificate of inspection provided that the application form has been completed and signed by either a Company Director or an authorised representative of the organisation or company.

Immobilisers

It is compulsory to have a Government approved immobiliser fitted to the vehicle when you apply to license (register) or transfer a vehicle in WA. Please refer to our web page on immobilisers for detailed information on what vehicles require an immobiliser, and how to get one fitted.

  Step 1:Get the vehicle inspected

Before an application for the grant of a vehicle licence can be made, the vehicle must be inspected for roadworthiness.

Inspections may be performed via an Authorised Inspection Station (AIS) located throughout the metropolitan and regional areas.

  Step 2:Complete and submit application (Form VL17)

Once the vehicle has successfully passed inspection, you must complete an Application to License a Vehicle (Form VL17) and it must be submitted along with your valid Certificate of Inspection.

  Step 3:Provide proof of identity

You will be required to provide one primary and one secondary identification document, one of which must show your WA residential address. Please see the below fact sheet 'Primary & Secondary Proof of Identity' for acceptable primary and secondary identification documents.

If you have not had a vehicle licensed in your name in WA before and do not have a WA driver's licence you will also need to complete a Proof of Identity Nominated Owner/Vehicle Licence Holder (Form VL186).

If you are licensing the vehicle in the name of a company or incorporated body you will need to provide:

  • Your Australian Company Number (ACN); or
  • A 'Certificate of Registration of a Company' issued by the Australian Securities and Investments Commission, or any other certificate of incorporation; or
  • Other evidence of legal entity status.

If your vehicle is jointly owned, only one owner can be nominated as the vehicle licence holder. This owner is to be nominated by completing the Proof of Identity Nominated Owner/Vehicle Licence Holder (Form VL186). Each joint owner must declare their details and sign this form. Please refer to Vehicle owner responsibilities for more information.

  Step 4:Provide proof of vehicle ownership

Licensing a vehicle in Western Australia (WA) that is currently registered in another state or territory, or has never been licensed before requires the following proof of ownership:

  • Evidence the vehicle is currently licensed in your name, or;
  • Proof of vehicle ownership if the vehicle you have purchased is not currently licensed

The vehicle licence papers showing you as the licence holder will serve as proof of ownership. The vehicle will be treated as unlicensed if it is not currently licensed in your name.

Please bring along the original copy of one of the following documents if the vehicle has not been previously licensed in your name:

  • A receipt or bill of sale showing purchase price, date of sale, vehicle details (including VIN, plate number or engine number), seller's and purchaser's name and seller's signature. Receipts and tax invoices must show 'paid in full' in order to be accepted as proof of vehicle ownership.
  • A contract of sale/purchase with receipt attached to show the purchase has been finalised. The purchase price, date of sale, vehicle details (including VIN, plate number or engine number), seller's and purchaser's name and seller's signature must be shown on the contract and/or receipt. Receipts and tax invoices must show 'paid in full' in order to be accepted as proof of vehicle ownership.
  • Where the seller is deceased, a letter from the Executor or Administrator must be provided showing purchase price, date of sale, new owner's details, vehicle details, deceased's name, the executor's or administrator's signature and whether the vehicle has an immobiliser fitted.
  • Your copy of the Notification of change of ownership vehicle licence transfer (Form MR9 or Form MR9B), or the Application to Licence a Vehicle or Transfer a Vehicle Licence Motor Vehicle Dealers (Form VL12).

If you cannot provide any of the above documents, or the documents you have provided are incomplete, a completed Declaration of Vehicle Ownership (Form VL50) may be submitted for consideration by the Department of Transport. This will result in a delay of up to 21 days before the vehicle can be licensed.

Vehicle licence duty

Vehicle licence duty is payable on the dutiable value of the vehicle, including the value of any trade-in, unless evidence can be provided to show you were the previous licence holder of the vehicle.
