TUSS responsibilities for ODBSs

Under the Transport (Road Passenger Services) Act 2018, ODBSs providing rank or hail (taxi) services have a range of responsibilities related to TUSS.

Passenger Transport Subsidy Scheme guidelines

The Passenger Transport Subsidy Scheme Guidelines for Industry and Passenger Transport Subsidy Scheme Guidelines for Participants are now in force (below).

These documents outline the rules and responsibilities for on-demand rank or hail (taxi) drivers and ODBSs, as well as PTSS participants and applicants.

These replace the Taxi User Subsidy Scheme (TUSS) Guidelines.

Penalties apply if these guidelines are not followed.

TUSS responsibilities for ODBSs

Under the Transport (Road Passenger Services) Act 2018, ODBSs providing rank or hail (taxi) services have a range of responsibilities related to TUSS.

ODBSs must:

  • ensure TUSS vouchers are accepted as payment or part payment of fares;
  • not direct passenger transport drivers or passenger transport vehicle providers to refuse TUSS vouchers;
  • keep relevant records related to TUSS bookings and journeys;
  • report to the CEO on specified matters relating to subsidies; and 
  • take steps to prevent improper or fraudulent use of TUSS vouchers.

Submitting co-payment data

To support the validation of co-payment claims, relevant ODBSs must submit a copy of their booking records to DoT via their DoTDirect account.
