How to accept TUSS vouchers
Read this page to find out how to correctly accept and complete TUSS vouchers and submit them for payment.
All taxi drivers in WA are legally required to accept TUSS vouchers as part payment for a fare.
Drivers are entitled to payment for the subsidised fare from the Department of Transport (DoT).
Important notice: When returning or changing the number plate of vehicle with an on-demand rank or hail (OD-RH) (taxi) PTV authorisation, ensure all Taxi User Subsidy Scheme (TUSS) vouchers received for trips undertaken in that vehicle are submitted and processed before you return or change the plate.
Any vouchers submitted after the plate has been returned or changed will require manual review and may result in an additional processing period of up to 14 days.
Taxi User Subsidy Scheme Guidelines
The Taxi User Subsidy Scheme (TUSS) Guidelines outline how TUSS operates in WA and describe the rules of using TUSS for participants, drivers and on-demand booking services (ODBSs).
Penalties apply if the TUSS Guidelines are not followed or if drivers refuse to accept TUSS vouchers.

How to accept a TUSS voucher
Before the trip
Before the start of the trip, drivers must:
- Obtain the passenger’s TUSS card and TUSS voucher booklet.
- Complete the following fields on the TUSS voucher:
- Date (on stub and voucher);
- From (pickup location, on stub and voucher);
- TUSS Participant Number;
- Expiry date;
- Driver ID number (stub and voucher);
- Taxi vehicle licence number plate;
- Start time;
- Odometer reading at the start of the trip;
- Street address and suburb that the trip starts and ends at;
- On-demand booking service authorisation number;
- Job number;
- Wheelchair used (yes/no) (for green and purple vouchers only); and
- Tariff 3 (yes/no).

After the trip
At the end of the trip, the driver must complete the following fields on the voucher:
- Fare paid by passenger (stub and voucher);
- Driver’s signature (stub);
- Finish time;
- Odometer reading at the end of the trip;
- To (drop off destination, on the stub and voucher);
- Total kilometres;
- Total cost of the fare; and
- Subsidy value.

Make sure you sign the Driver Declaration on the back of the voucher. Unsigned vouchers will not be paid. Check the picture below to see which boxes need to be completed on the back of the voucher.
After you have signed the Driver Declaration:
- remove and keep the completed TUSS voucher from the booklet; and
- return the booklet and TUSS card to the passenger.

Tips for completing TUSS vouchers
Follow the below tips so your TUSS vouchers can be processed quickly, ensuring timely payment.
- Write clearly and legibly.
- Use the correct date and time formats – 24 hour time, dates DD/MM/YYYY.
- Check that all TUSS participant and trip details are entered correctly before submitting your vouchers – the Department of Transport (DoT) does not correct errors made when completing vouchers.
- Make sure you sign the Driver Declaration on the back of the voucher – unsigned vouchers will not be paid.
- If there are sections where you are writing the same answer for each trip (such as the on-demand booking service authorisation number or PTD authorisation / Driver ID number), consider making and using a stamp.

When can TUSS vouchers be refused?
Drivers may only refuse TUSS vouchers if:
- the person presenting the TUSS voucher does not have a TUSS card, or they do not match the details on the card;
- the TUSS card is expired; or
- the person presenting the voucher is not present for the journey.
Submitting TUSS vouchers for reimbursement
After completing a TUSS voucher for a taxi journey, the driver is entitled to payment for the subsidised fare from the Department of Transport (DoT).
These payments are administered by a third-party voucher processing contractor – they accept TUSS vouchers, check that the vouchers are valid, and pay the taxi driver (or the driver's agent) the appropriate amount. TUSS vouchers must be submitted for payment within 90 days of the voucher’s date of travel.
Drivers should ensure that all vouchers are filled in correctly before submitting them for payment – DoT does not correct errors made when completing vouchers.
The current voucher processing contractor is Black & White Cabs. Drivers should submit the completed TUSS voucher in person or by post to:

Interstate taxi subsidy vouchers
People who are part of taxi subsidy schemes in different states or territories can use their usual subsidy when they travel in other parts of Australia.
WA taxi drivers are required to always accept interstate vouchers as part of the fare.
To access their subsidy interstate, passengers must request an interstate taxi subsidy voucher from their home state.
Interstate vouchers are not valid in the state they were issued.

To start a taxi journey, passengers must present:
- their interstate taxi subsidy voucher book; and
- a valid subsidy scheme participant card
Before the journey, the taxi driver must complete the following fields on the interstate voucher:
- Date (on stub and voucher);
- From (pickup location, on stub and voucher);
- Passenger membership number;
- Expiry date;
- Driver ID number (stub and voucher);
- Taxi registration number (i.e. the taxi plate number);
- Start time;
- State of travel (i.e. WA).
After the journey, the taxi driver must complete the following fields on the interstate voucher:
- Amount paid by passenger (stub and voucher);
- Driver’s signature (stub and voucher);
- Member’s signature (voucher);
- Finish time;
- To (drop off destination, on the stub and voucher);
- Total cost of the fare; and
- Subsidy value.
Interstate vouchers should be submitted to the Voucher Processing Contractor (Black & White Cabs), following the same process as regular TUSS vouchers.

Special Christmas Day TUSS co-payments for rank or hail (taxi) WAV drivers
A special $20.00 additional co-payment is available for all WAV taxi drivers undertaking TUSS wheelchair subsidy journeys performed between 8.00am and 6.00pm on Christmas Day (Wednesday, 25 December 2024).
To qualify for the Christmas Day co-payment, jobs must:
- be logged through an authorised on-demand booking service (ODBS); and
- have a valid job number.
Drivers with an association arrangement with Black & White Cabs, or any authorised ODBS that primarily operates in a regional area, will receive the Christmas Day co-payment in addition to their normal co-payment.
Instructions for Passenger Transport Subsidy Scheme (PTSS) pilot drivers
For WAV taxi drivers involved in the PTSS pilot, all eligible journeys using the PTSS mobile app will be submitted automatically. No further action is required from you to receive the special Christmas Day co-payment.
Instructions for WAV drivers
For WAV drivers to receive this special DoT co-payment, they must:
- log their jobs through an authorised ODBS;
- include job numbers on all jobs; and
- separate their Christmas Day TUSS vouchers (wheelchair work between the hours of 8.00am to 6.00pm only) and submit those vouchers to their ODBS by 5.00pm Friday, 10 January 2025.
Instructions for ODBSs
Once ODBSs have received eligible Christmas Day TUSS vouchers from their drivers, they must follow these steps:
- Provide the driver with a statement detailing:
- the vouchers received (including voucher numbers); and
- the amount to be received (per voucher and total).
- Submit all eligible Christmas Day vouchers to the TUSS Voucher Processing Contractor (Black & White Cabs), by 5.00pm Friday 17 January 2025. These must be submitted separately to regular vouchers.
- Any vouchers submitted after this date will be ineligible for the Christmas Day co-payment.
- DoT recommends that regional ODBSs submit vouchers electronically (by email) to Black & White Cabs, and post the vouchers on the same day the email is sent.
- Provide a statement to DoT by 5.00pm Friday 17 January 2025, detailing:
- the vouchers being submitted (including voucher numbers); and
- the total co-payment amount being requested.
- Submit your December journey data to DoT in a timely manner to ensure co-payments can be validated.
- Once all co-payments can be validated, DoT will pay the Christmas Day co-payment to each relevant ODBS by 5.00pm Friday 21 February 2025.
Each ODBS is responsible for administering Christmas Day co-payments to their drivers as required – DoT takes no responsibility for drivers receiving payments from the ODBS. Failure to meet these timeframes will result in drivers being ineligible for the payment.
