How to accept TUSS vouchers
Read this page to find out how to correctly accept and complete TUSS vouchers and submit them for payment.
From 1 March 2025, the Passenger Transport Subsidy Scheme (PTSS) has replaced the Taxi User Subsidy Scheme (TUSS). All taxi drivers in WA are legally required to accept PTSS and TUSS.
There will be a transition period between 1 March and 30 September 2025, where TUSS cards and vouchers must continue to be accepted by taxi drivers.
Important notice: When returning or changing the number plate of vehicle with an on-demand rank or hail (OD-RH) (taxi) PTV authorisation, ensure all Taxi User Subsidy Scheme (TUSS) vouchers received for trips undertaken in that vehicle are submitted and processed before you return or change the plate.
Any vouchers submitted after the plate has been returned or changed will require manual review and may result in an additional processing period of up to 14 days.

The Passenger Transport Subsidy Scheme Guidelines for Industry and Passenger Transport Subsidy Scheme Guidelines for Participants are now in force (below).
These documents outline the rules and responsibilities for on-demand rank or hail (taxi) drivers and ODBSs, as well as PTSS participants and applicants.
These replace the Taxi User Subsidy Scheme (TUSS) Guidelines.
Penalties apply if these guidelines are not followed.

How to accept a TUSS voucher
Before the trip
Before the start of the trip, drivers must:
- Obtain the passenger’s TUSS card and TUSS voucher booklet.
- Complete the following fields on the TUSS voucher:
- Date (on stub and voucher);
- From (pickup location, on stub and voucher);
- TUSS Participant Number;
- Expiry date;
- Driver ID number (stub and voucher);
- Taxi vehicle licence number plate;
- Start time;
- Odometer reading at the start of the trip;
- Street address and suburb that the trip starts and ends at;
- On-demand booking service authorisation number;
- Job number;
- Wheelchair used (yes/no) (for green and purple vouchers only); and
- Tariff 3 (yes/no).

After the trip
At the end of the trip, the driver must complete the following fields on the voucher:
- Fare paid by passenger (stub and voucher);
- Driver’s signature (stub);
- Finish time;
- Odometer reading at the end of the trip;
- To (drop off destination, on the stub and voucher);
- Total kilometres;
- Total cost of the fare; and
- Subsidy value.

Make sure you sign the Driver Declaration on the back of the voucher. Unsigned vouchers will not be paid. Check the picture below to see which boxes need to be completed on the back of the voucher.

After you have signed the Driver Declaration:
- remove and keep the completed TUSS voucher from the booklet; and
- return the booklet and TUSS card to the passenger.

Tips for completing TUSS vouchers
Follow the below tips so your TUSS vouchers can be processed quickly, ensuring timely payment.
- Write clearly and legibly.
- Use the correct date and time formats – 24 hour time, dates DD/MM/YYYY.
- Check that all TUSS participant and trip details are entered correctly before submitting your vouchers – the Department of Transport (DoT) does not correct errors made when completing vouchers.
- Make sure you sign the Driver Declaration on the back of the voucher – unsigned vouchers will not be paid.
- If there are sections where you are writing the same answer for each trip (such as the on-demand booking service authorisation number or PTD authorisation / Driver ID number), consider making and using a stamp.

When can TUSS vouchers be refused?
Drivers may only refuse TUSS vouchers if:
- the person presenting the TUSS voucher does not have a TUSS card, or they do not match the details on the card;
- the TUSS card is expired; or
- the person presenting the voucher is not present for the journey.
Submitting TUSS vouchers for reimbursement
After completing a TUSS voucher for a taxi journey, the driver is entitled to payment for the subsidised fare from the Department of Transport (DoT).
These payments are administered by a third-party voucher processing contractor – they accept TUSS vouchers, check that the vouchers are valid, and pay the taxi driver (or the driver's agent) the appropriate amount. TUSS vouchers must be submitted for payment within 90 days of the voucher’s date of travel.
Drivers should ensure that all vouchers are filled in correctly before submitting them for payment – DoT does not correct errors made when completing vouchers.
The current voucher processing contractor is Black & White Cabs. Drivers should submit the completed TUSS voucher in person or by post to:

Interstate subsidies
People who are part of taxi subsidy schemes in different states or territories can use their usual subsidy when they travel in other parts of Australia.
WA taxi drivers are required to always accept interstate vouchers as part of the fare.
To access their subsidy interstate, passengers must request an interstate taxi subsidy voucher from their home state.
Interstate vouchers are not valid in the state they were issued.

To start a taxi journey, passengers must present:
- their interstate taxi subsidy voucher book; and
- a valid subsidy scheme participant card
Before the journey, the taxi driver must complete the following fields on the interstate voucher:
- Date (on stub and voucher);
- From (pickup location, on stub and voucher);
- Passenger membership number;
- Expiry date;
- Driver ID number (stub and voucher);
- Taxi registration number (i.e. the taxi plate number);
- Start time;
- State of travel (i.e. WA).
After the journey, the taxi driver must complete the following fields on the interstate voucher:
- Amount paid by passenger (stub and voucher);
- Driver’s signature (stub and voucher);
- Member’s signature (voucher);
- Finish time;
- To (drop off destination, on the stub and voucher);
- Total cost of the fare; and
- Subsidy value.
Interstate vouchers should be submitted to the Voucher Processing Contractor (Black & White Cabs), following the same process as regular TUSS vouchers.
