Fremantle Fishing Boat Harbour projects

HV electrical upgrade

In July 2020, the State Government announced funding for the Fremantle Fishing Boat Harbour (FFBH) electrical upgrade as part of the $5.5 billion WA Recovery Plan. 

Electrical infrastructure at the harbour had not been upgraded since around 1985, leading up to the America’s Cup defence, and needs replacement to support the many and varied activities at the harbour. 

The planned upgrade of electrical infrastructure will provide significant benefits, including:

  • a more reliable and robust electrical supply for tenants,
  • enhanced operational safety for maintenance crews,
  • additional capacity to future proof the harbour’s electricity supply; and
  • enable on-site renewable energy generation. 

The Department of Transport and Major Infrastructure (DTMI) manages FFBH and is responsible for providing and maintaining the electrical infrastructure. The electrical upgrade will create a safer network with improved capacity powering operations at the harbour for decades to come.

Project funding totals $13.835 million. 

Project status

DTMI has completed significant planning activities for the project, including consultation with key stakeholders, engineering surveys and detailed design work.

WA based contractor Ertech was awarded a design and construct contract in October 2024 to deliver the major electrical upgrade. Significant civil works have been completed and will be followed by the installation of the new high voltage electrical equipment and cabling. 

It was expected the electrical upgrade project would be finished prior to summer. However, a number of unforeseen issues on site and a very wet winter have delayed completion of the project. As a result, DTMI has decided to suspend work on the project from 20 December 2025 until early February 2026 to allow traders the full benefit of peak season and limit disruption to visitors.

The project involves:

  • Trenching and installation of underground electrical services along Mews Road from Sardine Wharf to Be Apartments.
  • Installation and commissioning of electrical equipment including a new substation at Sardine Wharf, external Ring Main Units, and transformers.
  • Installation of kerbs and islands in Sardine Wharf car park.
  • Pavement reconstruction along Mews Road following installation of underground electrical services, including asphalt surfacing.

What to expect:

  • Work will be carried out between 7am and 6pm on weekdays except public holidays.
  • Occasional out of hours work will be undertaken, for example where power outages are required. Advance notice will be given of these works.
  • There will be no road closures, but some disruptions, such as noise and temporary traffic adjustments including lane closures, will occur.  A certified traffic control company has been engaged to oversee traffic management for this project.
  • The laydown area for the work will be located at the Sardine Wharf car park resulting in a reduction of available parking spaces.

Jetty 1 replacement

The harbour provides vessel accommodation for commercial fishing and charter vessels and an increasing number of recreational craft.

As part of the ongoing maintenance program, one of the remaining fixed jetties, Jetty 1, is being replaced with a new modern floating structure located on the southern side of the harbour, on Capo D’Orlando Drive, it was largely constructed in the late 1980s. However, in 2009 a floating pen extension was added to the end of the structure.

Project background

Currently, the fixed part of the jetty is in a very poor condition and maintenance on the degraded components is no longer feasible. A recent assessment recommended the fixed part of the jetty be replaced due to its poor condition. 

Replacement of the fixed part of the jetty will ensure continued access to the floating pens that were implemented as part of the extension in 2009.

The project will replace the deteriorated fixed jetty with a modern floating pen system for users to enjoy.

Penholder facility and services upgrade project

The Fremantle Harbours Master Plan identified the need to improve facilities for recreational boating in the southern part of Fremantle Fishing Boat Harbour.

Work to upgrade Jetty 3 was completed in 2023 along with the essential preparations for the delivery of the first penholder facility and services upgrade.

DoT is now progressing the construction of the penholder facility on the reclaimed site benefitting both penholders and harbour visitors. Find out about boat pens available at Fremantle Fishing Boat Harbour.

Project status

Phase 1

A $6.2 million contract for Phase 1 works was awarded to local company, Advanteering in October 2022. 

The Phase 1 works were completed in September 2023, and include:

  • Land reclamation for the Amenities Building, through extension of the southern land-backed wharf, creating an additional 600 square metres of land (approximately).

  • Installation of upgraded services along the southern edge of Capo D’Orlando Drive.
  • Improvements to pedestrian pathways and landscaping, making the southern precinct a more inviting and safer area for the public to access.

Phase 2

Phase 2 will see the construction of a modern penholder facility in a secure area, in line with marina design standards. Penholders can expect access to the new facility by early 2026.

A $2.9 million contract for the Phase 2 works was awarded to local company, Schlager Group Pty Ltd in June 2024. (see link to Minister’s Announcement).

The contract is for the design and construction of the first dedicated penholder facility at the harbour featuring changing facilities, kitchen and laundry facilities, a dedicated covered BBQ area and accessible toilets – including two that will be available to the public.  

The work will also see the creation of storage spaces and an area for trolleys and bins, new fencing and CCTV improvements to boost safety.

Works on site will commence in early 2025, after the completion of the design phase.
