Regional Wheelchair Accessible Vehicle Taxi Service Grant Scheme

About the Regional WAV Taxi Service Grant

The Regional Wheelchair Accessible Vehicle (WAV) Taxi Service Grant (the Grant) was created to support the:

  • establishment of a WAV taxi service in regional communities with no existing service; and
  • continuity of WAV taxi services in regional areas where WAV taxi services are insufficient or at risk of being discontinued.

It helps by offsetting the costs of purchasing, modifying, and maintaining suitable vehicles, as well as obtaining required authorisations.

The Grant program has the following funding offerings.

  • Up to $80,000 to support the establishment of a WAV service in a regional area where no service currently operates.
  • Up to $60,000 to support the purchase of a WAV, in a regional area where a WAV service already operates but demand cannot be met by existing services.
  • Up to $20,000 to install WAV equipment in a previously purchased vehicle, to operate in a regional area.

Successful grant recipients may also receive application and authorisation fee waivers for required passenger transport authorisations.

If you’re operating in the Perth metropolitan area, you may be eligible for the WAV Modification Grant.

Changes to the Grant for 2025-26

The 2025-26 round will open 4 September to 2 October 2025. There have been some changes made to the Grant for this round, including:

  • identified ‘priority areas’, to ensure funding goes to areas with the greatest need;
  • updated eligibility and selection criteria for applicants;
  • different reporting requirements for grantees;
  • funding delivery is dependent on way WAV is sourced – purchase and modification of suitable vehicle or purchase of vehicle with WAV equipment installed;
  • payments will only be made to grantees after successful acquittal of grant; and
  • electronic dispatch equipment is required to be installed in the WAV taxi – so the Department of Transport and Major Infrastructure (DTMI) can get accurate and timely Passenger Transport Subsidy Scheme (PTSS) data from on-demand booking services (ODBSs).

Funding delivery

The method of funding delivery is dependent on the way the WAV is sourced. Payments will only be made to grantees after the successful acquittal of the Grant, as outlined in Grantee responsibilities and obligations.

Vehicle equipment requirements

In line with the passenger transport vehicle (PTV) authorisation and modification purpose for a WAV, the Grantee must provide evidence that the below Australian Standards have been met:

  • AS 3856.1:2021, Hoists and ramps for people with disabilities — Vehicle mounted, Part 1: Product requirements;
  • AS 3856.2:2021, Hoists and ramps for people with disabilities — Vehicle fitted, Part 2: Fitting requirements; and
  • AS/NZS 10542.1:2015, Technical systems and aids for people with disability – Wheelchair tiedown and occupant-restraint systems, Part 1: Requirements and test methods for all systems.

WAV taxis must also comply with the following elements of the Disability Standards for Accessible Public Transport 2002:

  • the provisions of Part 9 that apply to taxis; and
  • Section 12.5.

The Grantee must provide evidence that these standards have been met before the funding can be paid.
