The Department of Transport and Major Infrastructure (DTMI) Maritime is open to considering opportunities for the short-term use of land within coastal facilities for place activation, community events and other land use opportunities that are non-exclusive in nature.
These arrangements are temporary and subject to discussions, can be facilitated through one of two options outlined below.
Before you progress, you should speak to the appropriate Harbour Office and discuss your plans. Staff will be able to consider your proposal and provide some advice about its suitability within the facility. Access to land at one of our facilities can be expected to attract a fee.
Fees and charges will be discussed with proponents prior the finalisation of any agreement.

Temporary Land Use Agreement (TLUA)
A TLUA provides an opportunity for short term access (usually less than 3 days) at a Maritime facility. TLUAs are widely used for events and other activities considered low risk in nature. Our fact sheet provides more advice as to how you can apply for a TLUA.
If your proposed activity is best progressed as a TLUA, download and complete a TLUA Application Form and return it via email to the appropriate harbour office. The department will contact you to further discuss the suitability of your application.
Your application must be lodged with the department at least 28 days prior to the any activity taking place, to allow sufficient time for the consideration of all details.
Licence to occupy
DTMI Maritime may also consider opportunities to offer access to land under a licence to occupy.
A licence is a negotiated agreement between the department and a proponent. It remains a non-exclusive right to access and will be considered in circumstances where the proponent is seeking a longer term of occupancy or where there may be a need to manage other operational factors.
Parties interested in commencing discussions about securing a licence should contact the relevant Harbour Office. Following discussions, they may be directed to complete a licence application. The department will contact you to further discuss the suitability of your application.
Your application must be lodged with the department at least 60 days prior to any activity taking place, to allow sufficient time for the consideration of all details.
