Misuse of camera recordings
Every on-demand rank or hail (taxi) vehicle must have a compliant camera surveillance unit (CSU) installed, and your Safety Management System must include specific policies and procedures to prevent the misuse of any footage captured by your CSUs.
Overview
Every on-demand rank or hail (taxi) vehicle must have a compliant camera surveillance unit (CSU) installed that meets the current standards.
You may also choose to install CSUs in on-demand charter vehicles, however this is not mandatory.
As an ODBS, you have a range of responsibilities related to CSUs. Your Safety Management System must include specific policies and procedures to prevent the misuse of any footage captured by your CSUs.

Why are camera recording procedures important?
Due to the anonymous nature of rank and hail work, CSUs are required in all taxi vehicles for the safety of both drivers and passengers.
There are a range of CSU-related responsibilities that ODBSs must meet, to help ensure that:
- camera recordings remain secure;
- driver and passenger privacy is retained;
- recordings are protected from damage; and
- recordings can be quickly and easily downloaded to investigate incidents, or for other lawful purposes.
Having camera recording procedures in place helps ensure you can meet your CSU responsibilities as an ODBS and use camera recordings in a lawful way for your specific business purposes.
Things to consider when creating camera recording procedures relevant to your ODBS
- How will I store recorded footage?
- What security measures will I put in place to protect this footage?
- Who will have access to recorded footage?
- How are camera equipment faults reported and actioned?
